Bmw 1600

[MG67]

My neighbor has a 1600 sitting in the garage, red with beige cloth interior. I offered him $1,000 cash for the car and he has been thinking about it for the last 8 months... I don't know what year the car is...? 1968 / 1970...? Should I offer more...? It needs paint, new carpets and probably some engine work...
