Seatbelt adjustment

On the lap belt portion of the seat belt, there is a piece of plastic that can slide left or right. What is it and how do you use it?

It's to keep your seat beat from tightening up too much. Pull on the seat belt to give yourself some slack, run the plastic clip all the way to the right against the buckel and the seat belt should not pull back.

It could also be used to adjust the hight of the buckle on the pillar, when the belt is not in use.
