I think you need to remove the computer first (OBC) by sliding a credit card between the two and pulling the OBC forward. Disconnect the OBC connector and then you should be able to reach behind the sunglasses case and lift up and forward which will bring the cig lighter panel too.
Sorry I can't help on the code reader as my M3 is a 97 and my code reader in the engine compartment on the passenger side. The plug in is circular like the older ones. Yours must be the square one. My Peake tool works fine on my car...

ALL cars 96' and up have On-Board Diagnostics(OBD-2) Manditory for all cars sold in the us 96+newer. Fun2drive..you're talking about the Round 'BMW' specific diagnostic port in the engine bay. I do OBD/Emissions inspections here in NC and sometimes I get Cars that fail to communicate with the scanner/computer. You might have a blown fuse for the OBD circuit. Check your fuses and also look at the OBD connecter itself and make sure its not messed up. Also ..Try using it with the key 'ON' engine off and then Key 'ON' engine running and see if either way works.

Welcolm, Go to http://www.bimmerdiy.com/diy/e36startbutton in this diy he explains how to do a start button and he removes the lighter and replaces it with the button. This should allow you to replace the bulb. I have to do mine when I take it out of storage in the spring. Good luck
