what is the idle control computer, and where is it located?

I think you might be referring to the Idle Control Unit. Not sure of the location, don't have my book handy.

It is located over the glove compartment, next to the ECU. Open glove compartment, let it drop so you can access and remove the top black plastic piece. The silver looking box with amp connector is the ECU and to the left is the idle control unit.
