I am considering the DINAN stage 3 software to make the car more responsive and smoother. I have the SMG. Can somebody that has it on his BMW please comment on the drivability of the car. I am looking for feedback if the car is more responsive/sportier that makes it more enjoyable.
I am also planning to do the 3.45 dif and I would like feedback on that to.

How much gains are you looking at with the ecu flash?
From what I heard, HIOP offers gains ranging from 25-30hp.
DMS might be able to get the 650i to 399hp (stock).
Do a bit more research perhaps?

for stage 3 u need and intake exhaust and throttle body... otherwise get a stage 1... without those mods its useless

The 3.45 dif will make the most difference; agree with PapalFlex that Stage3 is worthless w/o intake/exhaust.
I have those mods, plus Stage 1 suspension and a few other goodies on my 6er.

So what is your feedback on those mods. I am planning to do the CAI and TB with stage 3 and the 3.45 from DINAN but what to understand the benefit first so please provide feedback or even performance data if you have.

My feedback is that it's money well spent. You'll notice a difference in throttle response and seat-of-the-pants meter. Dinan quotes HP/TQ gains that seem conservative, though I haven't dyno'd the mods. I have SMG as well, fyi. I can't really comment on the "smoothness" vs. stock 645, having driven a stock 6er only twice before getting my car with the mods and I'm not sure if the "smoothness" factor doesn't come from the suspension (Stage 1) I have.
My advice - do the intake and exhaust while you're at it. I've had several people comment on the exhaust, and a lot of people have confused my '04 645 with a new M6.
