This is my first BMW(2008 528 xi with 8000 miles) It has non-RFTs and Std 17" wheels-non sport
Does it need tire rotation ( before/at the same time of the rec. oil change / it does not need)

Yes, Rotate! The only cars that shouldn't have their wheel rotated are those with staggered setups (sport models usually, rear wheels are wider than fronts).
15k service is usually a good time to do it, and they usually ask if you want it done.

Actually, I've never seen in any BMW document, manual or maintenance guide, that says you should rotate the tires. I still do just for longer tread life.

I rotate my tires as fast as I can every time I drive :D

BMW doesn't recommend tire rotation, I never did and the tire wear out pretty much evenly except for the rear tires wears faster. I also have Sport Pkg 17-inch 225/45R17 Bridgestone Turanza, it lasted about 40k. You could probably squeeze in a few more miles. But if you insist of rotating your tires, do it every 5k miles.

I do too. Tires wear in different patterns on the front and the rear. Swapping them can cause vibrations and other effects. I haven't rotated a tire in over 20 years.

+1 (except for the 20 years part)
I've noticed that every time I change where the tires go, whether it be from brake bleeding, whatever, the car doesn't drive the same.
There is a caveat, though. If you rotate them frequently enough, it's not bad. And by 'frequently enough' I mean 'monthly' depending on how many miles you put on the car.
BMW recommends against rotating tires because they got tired of customer complaints of vibrations after they were rotated.
I rotate and rebalance my Goodyear Eagle F1 GS-D3s every 5K miles and have no vibrations or signs of abnormal or uneven wearing.
If you rotate them do so at least every 5K miles so you don't get different tire wear patterns.

Thats a good point I have always rotated and always have problems so no more rotation for me.
If the tires are worn I will just replace them
