No air from front vents

Need help with finding out why the directly facing vents on driver/passenger/center vent have no air coming from them, regardless of temp setting. The blower sounds like it works harder with higher fan settings, but still no air. Floor facing and ceiling facing vents work ok. Could it be the FSU or relay or something else?

u sure its open? turn the dial to the the "i" looking side not the "0"
