Take the cluster out and make sure that all the wires in the back are connected and or wiggle them around a little see if that does it.

I think it gets it's signal from the OBC which gets it from the DME computer.
Are the rest of the gauges working properly? All OBC functions (including the hidden ones)?

If the mpg under the obc works but the dash does not there could be a break in the wiring or the gauge could be bad.
I think you can change single gauges but it has been quite a while since I had mine apart and I cant really remember.

do the cluster test to see if the gauge works at all.

Does the right clear button work on your dash? Test it by clearing something that is displayed on the big LCD. If it does hold it down for a few seconds and turn the key to run.

if it doesn't work... then yes get a new cluster... after you take it out to see what color the plastic is.
example, mine is kind of a baby blue IIRC, so I could only use a cluster that was baby blue, and not another color.
there is more to it, but it is the easiest way to tell.
