Fog Light Troubles

Ok guys i need some help if you dont mind, im stuck. My drivers side fog light will not work but the passenger side light does. Ive replaced the bulb and checked the conections with a volt meter and they read 12 volts, so i know im getting power but every time i plug the light in after checking with the volt meter nothing happens. Any body have any ideas of that i could check next?
