Speeding up a 318i se....

What are the cheapest ways to speed up a 1999 318i se ....

I've considered a decent air filter and exhaust... any other cheap and easy ways ?

having come from a 186mph honda blackbird im missing a bit of grunt , and didnt fancy forking out for an m series with the ridiculous insurance costs over here.

Dasc is a good way forward but u'll be hard pushed finding one in the Uk dude (ca automotive do sell em but they are big bucks!!)
New exhaust, air filter (wont do much on a 318 but sounds good) or "FOG" the airbox which is the way I went..Better plugs and oil (NGk's and Royal Purple) Big bore Throttle body, Light weight pulleys and a re-map... U could get around 175bhp but thats about it really mate...(unless u get hold of a dasc...)

Yeah, but unfortunately, a DASC is over 3300 bucks, even a used one. not exactly cheap.

with little discrepancy in price between E36s these days, easiest and cheapest way is to buy a car with bigger engine.

but if insurance is an issue then what you said seems like about it. you can chip tune it to get may be 12 more HP, CAI, thats cheap too, and exhaust is gonna be bit more expensive. I'd say at that stage you are done.
