1997 passenger seat will not recline/go up

My passenger seat in my 97 328i will not recline or move up. I have been told it is a possible "worm gear" problem...does this sound right to y'all?

Any suggestions?

Sounds like a gear issue to me, as well. BMW will sell you the whole gear box for some exorbitant fee, but the box is easily taken apart and several companies make gears to repair it, although I don't know what the best ones would be.
