I was looking at ModBargins and they seem to be well reviewed.

This will be for my 2008 328I

P.S: Any advice on tires? I was going to do either 235/35/19 all around or 235/35/19 front265/30/19 in the rear.

Is staggered the way to go? So from what I understand its 265s in the rear and 235s in the front?
Who/where are the wheels made?

Velocity Motoring makes the wheel. A very reputable shop here in Santa Ana as well. If you mention them or even search for them online or on the forums you will notice that they are a huge company on CSL Style wheels.
