In Canada, what should be in the 1Series toolkit?
If we purchased locking wheel nuts, should there be one or two keys?
When locking wheel nuts are purchased, do the four "spare" wheel nuts belong to the car owner or the dealership?
Is this the complete 1 Series toolkit in Canada?

should be two keys...though the ones from BMW is a joke. not much of a key.

you could ask to keep the spare wheel nuts...but what would you do with them? can't really use them. and not like they break.
