When the car is locked with the central locking system does this disable the power windows also?

Short answer: Yes.
Longer answer: For the power windows to operate, the ignition must be in the On position, or else it must have previously been in the On position and you haven't opened the driver's side door yet. If you exit and lock the car with the key, the power windows won't work.

You can roll up the windows with the key from outside the car. Just turn the key to lock and hold it there till they are all up.

The central locking system is not designed to disable the power windows. If you had all your windows down and the sunroof open you could use the central locking system with the key in the drivers door to close all windows and the sunroof. You could also synchronize the central locking system. But as mentioned before you require to have the key in the ignition and turned to position 2 to use the windows or of course just after you shut the car down you power the windows up or down.
