will the iPOD/usb interface work with mp3 capable telephones?

I don't see why not. It works fine with my 3g iPhone, Touch and Nano. It appears to simply be a USB interface, so as long as your phone has a USB jack, my guess would be that it will function, but actual functionality might be limited. Which phone are you using?

I don't have a music phone yet, which is why I'm asking. I'm wondering if the interface is optimised only for the "i" devices and their software?? I may be using the Nokia 5310

I think I understand that playback at least works with any usb device connected, even a thumb drive with mp3 files. The iPod/iPhone cable is obviously only for them, but any USB connection appears to still work. Again, I'm not sure what functions from the head unit will work, hopefully someone will chime in shortly. I'll check a thumb drive tonight to see what functions still work properly.
