Duplicate thread in the past five minutes?

I started a new thread and made an error uploading pics. I deleted the thread, then attempted to post it again, but I got the warning saying I could not post a duplicate thread within five minutes.

Any reason for the long wait time? Can it be just one or tow minutes?
