steering wheel not locking and battery drain

I just purchased a 328i and after having it sit in the garage for a few days while i was waiting to get plates and all that the battery died. hooked up a charger and it started up fine. But i also noticed that when I turn the car off and take the key out the steering wheel doesn't lock, i can move the wheel freely. I am not sure if these are related but if the wheel isn't locking i thought that maybe the car was still in an aux type mode where certian things may be getting power still. has anyone experienced this or know what a fix may be?

pretty sure that isn't it, but i should have mentioned it is a 1996 so it is a E36. Also when i open the door with the key out it dings like the key is still in the ignition.
