I have a friend with a 1999 323i sedan. A local dealer is wanting to charge $270 for this service. Does anyone know what exactly is involved and whether it can be easily be done without going to the dealer?

The cycle is the first time the service indicator counts to 0, you get an Oil Service (which is more than just a change). The second times the SI counts down, you get Inspection 1. The third time another Oil Service, the fourth time Oil Service, the fifth time an Inspection 1 again,a nd so forth.
From teh price it is either an Oil Service or an Inspection 1. Inspection 2 tends to cost a bit more.
As for what it entails, if you look in his Warranty/Servie Manul, which should be in teh carrying pouch with his owners manual, it outlines what is done for each of the services, Oil, Inspection1 and Inspection 2.
In general the Oil service covers changing the oil and filter, and insepcting things like hoses and brake pads.
Inspection 1 inspects more items and may change out some parts. Inspection 2 is even more involved and includes more parts changed.
In general BMWs count down approximately every 9 ,000 or 15,000 miles, depending on the model and engine. These are maximum numbers, which can go lower if the car is driven hard. They are based on, amoung other things, the amount of gas burned in the engine.
He can also always ask the dealer which service is coming up and what is included.
