Windshield wiper replacements

What is the best way and place to buy windshield wiper replacements? Most places sell only the complete blade nowadays, but I am told that one can buy rubber inserts only. Is that true and if so where is the best place to get them? Approximate cost? 2006 bmw 750i.

My dealer had the rubber refills at well under half the cost of all new blades. Still not cheap though, at around $45.00 Canadian. New blades were about $120.00. I installed the refills myself, fairly simple job.
