For starter's try using Stoner's Tarminator (http://www.properautocare.com/281-Stoner-Tarminator-14oz-Aerosol.aspx)in removing the tar and also Stoner Natural Citrus XENIT (http://www.properautocare.com/302-Stoner-Natural-Citrus-XENIT-Aerosol.aspx) work very well in that dept.

Another vote for Tarminator.

Tarminator is great, but make sure to remove it quickly. On less aggressive, less solid tar I also like Optimum Power Clean.

I generally use 3M adhesive remover for anything sticky. Taminator works well too but I generally only use it on wheels.

Which is the best product for tar removal?

Is this fresh tar or something that's been on the car for a while, and what is the tar on?

All of those would be important to understand before I would feel good about a suggestion.

I would still go to my old stand by product ( Stoners Tarminator (http://www.properautocare.com/281-Stoner-Tarminator-14oz-Aerosol.aspx)) and ( Natural Citrus XENIT (http://www.properautocare.com/302-Stoner-Natural-Citrus-XENIT-Aerosol.aspx)) have a plastic razor on stand by just in case if needed.

For my rims I always been using P21S Gel Wheel Cleaner (http://www.properautocare.com/1880-P21S-Wheel-Cleaner-Gel-Refill.aspx)that has been around many years and SAFE for all rims out there.
