Chrome rims...can chrome be stripped away without damaging?

I am not too familiar with chrome-painted/chrome-covered rims. I am getting some used rims that are chrome covered, but it's chipping. I was wondering if its possible to safely strip it without damaging the rim etc

you can have them sand blasted at the shop where they do the powdercoatings.
