redeeming the Team USA allowance?

Anyone have experience redeeming the $1000 allowance? I have read that some have had the $1000 dedected prior to taxes and fees and other have had to deduct after taxes.

Can it really be done either way? My CA is said that it can only be deducted after tax. How can I inform him how to deduct prior to taxes?

I think it depends on the state where you live and its laws. California tax law probably states that rebates apply after tax...
