I have a 2002 325Ci.
While washing my car recently I noticed a roughness to the coat.
It feels gritty when I run my hand over just about any part of it.
I looked really closely and noticed what appear to be really tiny spots of
rust all over the body. Some of them will come off if you scratch them with
your fingernail, others are more stubborn. I took it to BMW of Santa Monica
and they said that it appears that rust flakes drifted down from wherever I
might've been parking and settled on the coat. They recommmend
some sort of sand buffing, or something to that effect. Is anyone familiar
with this?

Sand buffing? That sounds a little painful.

Try a clay bar. A search here will reveal everything you have ever wanted to know and 10x more on the topic.
