I just noticed a tool kit in my battery cover....I opened it and ther is room for various items, but all I have there is the tow hook that screws into the front/back. Is this the only item my 328i came with, or did somebody take the other items?

Yes,
I would guess your basic tool kit was raided.
This is what the basic US tool kit contained:

FWIW, minus the needle-nose pliers I added, this is the European tool kit.

Kind of makes a point, yes???

The basic toolkit was gutted for LCI model years! No crank for manually closing the sunroof, although virtually all cars imported by BMW NA come with sunroofs!
The only tools in my CPO 2011 328i were the tow hook and the screwdriver, nested in the molded plastic found beneath the felt lid of the tray on the right side of the trunk.

They progressively de-contented the tool kit through the E90 model run. My 2008 came without the sunroof crank and I think the wrench.

I doubt they saved $1 per unit doing this.
