I had a similar issue on mine, I think it was caused by the old owner parking over parking stops and yanking back on the bumper when reversing out of them. The bumper slides onto some plastic mounts that hold it in place and mine ended up being cracked which caused that same sagging in the same spot, I took it into a shop and the guy said he can either fix it or bootleg it...being hard pressed to spend money on cosmetic fixes at the time I told him to bootleg it. He removed the trim strip that goes one the bumper and put a pair of drywall screws right through the bumper and put the trim strip back on. Has held for over a year, but I don't know how viable of a fix that is....just wanted to give you my experience.

Sure - provided the hanger tab is not broken it's an easy fix. Pull the wheel and inner fender / splash guards and slide the bumper cover back on the hangers.

Totally fixable (Assuming you tabs arn't broken!).. Just take off the bumper and adjust the holding tab. The tab is secured by 2 screws and they can be loosed to move the holding tab accordingly, I had the same problem on mine.
