I saw a Tourist plate BMW (3 or 5 sedan) turned around and smacked-up on the A9 South of Nuremberg last night. The weather in Germany has been poor and there was heavy snow with ice on the roads. I was going to stop but traffic was already fouled and there were emergency vehicles on site.

I'm not ED this time, just here on business. I had reserved a Sixt 1 series but when I saw the weather was going to be bad I chose a front drive Audi A3d instead... which turned out was a good choice for the unplowed roads :thumbup: The weather forecast is for very cold and snowy conditions for the next week so if you're headed here for ED be sure to have winter tires.

Just curious, what kind of other "tourists" are there that would get tourist plates ?

Audi, MB, Porsche, ...

If you buy a car in Germany, even a used one, and drive it around before exporting, you'll need tourist plates. http://www.car-exporter.de/html/temporary_plates.html

Another scenario may be driving your camper around the world, through Germany. You may need to register your car in Germany and not just use US plates.
