I recently purchased a 2003 X5 4.6is, after calling and email a few after market companies I was told since my BMW has factory HID lights I can not change the whole lighting fixture to add on Angel Eyes, I was then told I can purchase Angel Eye Rings? Any info you can offer a long with contact info would be greatly appreciated. I also want to know if anyone knows of a web site I can buy just the lens that covers the light, I have spent a lot of money on products that claim to bring the lens back but do not work well. At this point I just want new lens.

If you can get them open, you can put in the AE rings. 03 is the year that Hella changed the glue in the headlights to something much more permanent.
I would try to get a set of 01-early02 which is much easier to open. Or a set of aftermarket headlight and swap your component over.

I have taken off the lens cover, are you aware of any aftermarket rings I can buy?

They cost about 70 bucks. only thing needed is a heat gun or an understanding wife to let you bake in the oven......

I have just carried out this mod myself after getting my hands on a set of 2003 factory Xenon's to replace my halogens and you do in deed need to cut the lens off as the glue dose not react to heat here's what they looked like cut up:

While I had the lenses off of got rid of the orange side indicator :

Once I fitted the rings I went with SMD LED rings as they are so bright compared to the CCFL ones and much closer to the factory look of the latest BM's, here's them fitted I have them wired up as DRL's:

Your lenses can be resurrected, the lens refurb is easy to do the new Xenon's I picked up needed a clean up like yours here's how i achieved the brand new look

how they looked to start with:

I first used a 600grit wet and dry paper and wet flatted the lens back and then worked my way through finer grades 800grit then 1200grit and finally 1500grit once I had worked my through that lot they looked like this:

once you get them looking like this all thats left is to polish them back up to a showroom shine I used the a machine polisher and cutting compound you can achieve it by hand just takes more effort, how they looked finished:

Thank you so much dpbayly I found your info most helpful, I also to a look at the product you recommended. In the pics of the product on eBay I noticed the wiring harness and a black box. What was the black box, was it just the packaging or some electric component?

Yep the big black box is the packaging

Also I didn't use any of the wiring that came with the rings, the LED's are 12v so I simply wired the black and red wire coming off the rings straight to the sidelight wiring of the car that way they they are on when the sidelights are turned on and it just looks so much neater that way.

Its the standard one out of the light, its the same one you have in yours and once the front lens is removed you can gain access to the indicator lens and all I've done was to spray the orange part of the indicator lens satin black before putting it all back together.
