I have the same problem, it will not come down. i replaced the motor and lubed the sliders and all and it still wont come down sometimes. The easy way is to try to tap the motor while someone pushes...

i didnt replace the slipring. i just driled the steering lock and removed the lock spring. wheel does not lock anymore but a lot cheaper then replacment. and clicking noise is no more.

It could be the steering wheel lock, i had the same thing and thought the slipring but it turns out the lock was not fully retrackting and it would rub on the shaft. i driiled out the lock, no more...
