Do you mean it physically doesn't reach all the way to the windshield or that it stops short of the windshield when using the button? The auto top stops some short distance away from the windshield...

I'm far from an expert, being especially new to BMWs, but that symptom is often characteristic of a bad ground connection. Not sure where it is on these vehicles but following the wire from the minus...

My 2001 Z3 3.0 also has an M steering wheel. It was actually part of the trim package not an after the fact replacement. Run your VIN decode and it'll show up there.
