Anyone can. Route66 sells through credit unions. PenFed is an easy credit union to join so many, including me, have gone through them. You do not need to be currently in, or former military.

If the rotors are still within spec then they should be able to turn the rotors instead of replacing them. And there's no reason to replace the pads unless they're getting close to minimum spec....
