The pumps fail over time. Look for "E60 washer pump" for DIY's. The pumps are pretty cheap.

If by "pulsates" do you mean steering wheel vibration just in that speed range? How many miles, and have you ever had your thrust arm bushings done? The above is a pretty typical of bushing failure.
