I'm gonna guess Australia. They are really restrictive on ride height and wheel width/offset. As laid back as most things are in Oz, they rules about modifications to cars are very strange.

Did you fill the reservoir, drive the car, then find the fluid going everywhere? Most (all?) E24s use the power steering system to operate the brakes, unlike most cars that have a vacuum operated...
