Most any body shop can order the bumper and paint it. I don't know how you're going to be saving much money doing it yourself unless you paint it or find one at a junk yard.

Sure, get the 6500k if want blue lights with less output vs the ones closer 4300k. Seems like you know what's best for you, even if you buy the wrong model bulb.
