Yeah, a '99 540i even needing head gaskets for $500 is a good buy. A simple vacuum gauge on the intake will tell you if you have an exhaust restriction.

12V does NOT mean that it's fully charged. Voltage has nothing to do with the charge level. Charge it for 12 hours and try again.
