It's under the cabin air filter on the driver...

It's under the cabin air filter on the driver side. You have to take the air filter assembly out you'll see the reservoir below it.

One more issue is that you may have a loose cable. And it's not getting enough amperage to turn the starter. Here is the breakdown for cabling to the starter. Make sure all the connections are tight....
