Order out of state, PCD?

I'm in NY. Since X3 is built in SC, is it possible to order X3 from an out-of-state dealer, for example, CA? Then pick up the X3 at the Performance Center?

I have a cargo net since the E46 days. Used it on the E92... sort of stretched to get it on.
I took it out and tried to put it on the new E90.

No, you can't do MSD in NY. But you can do MSD in NJ even you register the car in NY. I went to Bloomfield BWM and dealed with Ivan Romero.
