May sound red neck but to help diagnose problems with idle what I did was I went to home depot and found an inline heavy duty plumbing valve, with a diameter close to that of the Idle Control Valve...

Go to homedepot, go to plumbing, find a shiney chrome inline valve, about 3/4 in dia. Should cost $8-$10. Put that where your ICV goes. You can now adjust your idle between 3000-0 rpm. Sounds red...

Lightbulb Update

Did some research, the last diaphragm on the fuel rail is the fuel pressure regulator and it returns fuel that exceeds a certain PSI, not the pump turning on and off. So the noise is just fuel...
