The sensor is a fluid level sensor. It does not have anything to do with temperature.

Roger on the ohms check for good/bad.

Wires do break as it is in a location that gets bumped/disturbed.

Try tapping on the face of the instrument cluster.

If it comes on /off most likely poor contacts on the
si board and plugs.
A little Wd 40 will do ya right.

There is nothing in the instrument cluster that is cable driven. (You are showing your age.) That would be too easy....

Seems to me you took the right steps looking for vac leaks. Use the water spray bottle, ether, light oil, to search for vac leaks - the ones you can't hear.
Don't go off the deep end with trouble...
