I've seen the website before and watched a few videos of them. They have a Geo Metro 3 cylinder engine.
Might make a great commuter / around town car (?) if you don't have to go too far.

Yes, the belt should be fine unless you see any signs of unusual wear when you replace the tensioner. Like if the pulley was froze up and the belt got burned, he-he... but I think you'd have smelled...

I'll bet 10 to 1 that your problem is a cracked intake hose to the idle air control valve. I got the same codes when mine was cracked. It is very hard to see the crack because it happens...

Have you tried disconnecting the battery for a minute and then reconnecting? That might reset it but I really don't know...
