That sounds like worn bushings and worn wiper arms. If they are hitting each other then they are either not tight or they are worn and they are able to wiggle around and the arms need to be replaced....

The bushings are worn out and you have to remove the wiper tranny. It is a pain to do. I do have a good wiper tranny for 40 plus shipping. I am still trying to get to my garage to check for the tan...
