I think you can also just pop the cover off...

I think you can also just pop the cover off without undoing the bolts too. The bolts hold the cover to a little frame which in turn is held on to the top of the rocker cover with little rubber rings...

If it went straight in I would have plugged & patched it. But it looks tho have gone in at an angle & not penetrated all the way through. So more of the tyre is compromised than a "normal" puncture....
