I expect KY is the same as TN. A Salvage title can't be registered and get a license plate.
As soon as the vehicle is repaired, it gets a Rebuilt title and can be registered and licensed.

How do you drain the fuel? I don't think a fuel filter can be blown out, only replaced. They last a very long time, as one that was cut open at 80K barely had anything in it.

The valve cover is a casting, not likely to warp. More likely the shop did not install the new gasket properly. And they charged a huge price. Read the DIY and see if you want to do it again...
