It just activates a more aggressive map on the throttle control. Nothing else, the car "feels" faster.
And yes, since the input is more aggressive, the car will use more gas.

You'll be fine, the trick is going to be finding a good one that hasn't been abused/neglected with full maintenance history, stock, adult owned, preferably one owner car. Don't buy the cheapest one...
