If you're determined to deal with the bugs between washes, I'd soak the big spots with generous amounts of detail spray (Adams works well for this) and after soaking in a bit, see if they wipe off...

Try Adams undercarriage cleaner, it's great for wheel wells and really finishes off a good wash/detail. I apply it with a rag as a last step when I'm applying tire dressing.

Without proper wash facilities, I'd just leave the bugs. I think if you try to spot clean you might compromise your principles of proper cleaning and risk swirls and scratches.
