Have you ever visited NYC? It's ridiculous for cars. All the locals have bumpers peppered with "tap" marks. Many folks use those bumper pads to protect their vehicles. Nuts!

Used parts are available, though may be hard to find. Check Turner Motorsport. They do lots of race preps, etc so they pull OEM parts out with owners consent, and resell them.

A decent indy can do that job for roughly $600-700. $1800 is ridiculous. Find a new service option and don't do this yourself unless you have a lot of experience and shop equipment.
