Replacement of the starter requires undoing the intake manifold. You don't have to completely remove the intake manifold.

Are you sure Head Gasket was replaced? Or you meant valve cover gasket?
If the gasket was not installed properly OR the bolts were not torqued properly, gasket can leak like that.
