You need heat to melt the ice, there is no way around that. If you can't get electricity then take a bag of HOT water and press it against the latch. After that apply gun oil to prevent reoccurance....

It's possible to disable the convenience opening until you fix the issue. That is what I would do. Only down side is that it does require diagnostic equipment to do it.

If there is enough room to hammer in a socket. Use a torch to heat that nut until it's glowing, then hammer in a smaller 12 corner socket. Let it cool down and remove. Use antiseize and new fasteners...
