Rupes list the motion as RPM, but its really OPM (oscillation per min) measurements here in the states. OPMs are dual action measurements.

The Rupes 21mm is not a orbital it has a 21mm offset compared to the PCDA of 8mm, way more corrective power.

Again the Rupes lhr21 is not a rotary.
