Replace front tires with the same brand and model as the rears, or if that's too expensive, replace all four with another brand and model, then sell the leftover rear tires for whatever you can get.

If it's not greasy, you don't need degreaser (or decreaser, if it has creases) at all.

I wouldn't do it. The wheels look much too big for my taste, and the sidewalls are so skinny that the owner is asking for wheel damage at the first pothole. It probably also rides very harshly.
