Yes, there is a silver/aluminum foam core crush panel behind the plastic trim that is under the steering wheel.
It has 3 bolts. Behind/under that is the relay bracket.

The steering wheel on the early cars has a plain embossed BMW roundel in black.
Newer wheels have a normal badge on the wheel, like the one on the trunk lid, for example. Long ago, I owned a 1985 5...
